Commercial Driver License (CDL) Changes – Effective March 23, 2020
The President has declared a nationwide emergency pursuant to 42 U.S.C. § 5191(b), and pursuant to 49 CFR § 390.23(a)(l)(i), an emergency exists that warrants an exemption from Parts 390 through 399 of the Federal Motor Carrier Safety Regulations (FMCSR), except as otherwise restricted by this Emergency Declaration. Such emergency is in response to Coronavirus Disease 2019 (COVID-19) outbreaks and their effects on people and the immediate risk they present to public health, safety and welfare in the fifty States and the District of Columbia. In compliance with the Emergency Declaration, the Division has deferred established State procedures for downgrading CDLs due to expired medical certificates and/or variances until further notice.
  • The following is comprehensive list of changes as it relates to CDL holders:
  • Ability to renew online, please visit HERE
  • Ability to renew, apply for a duplicate, or a change of address at a self-service kiosk
  • Ability to make an urgent appointment at any of the DMV locations
  • Discontinuing all CDL downgrades due to an expired medical certificate until further notice
The following is an updated list of changes to DMV services as of March 23, 2020:
  • Extended renewals for driver licenses and registrations and waiving all late fees until further notice
  • No walk-in requests
  • Urgent appointments only
  • No more than 10 people in our lobbies at any given time
  • Abiding by the Social Distancing guidance – 6 foot rule
  • Urge the use of our drive thru lanes for registration transactions, including handicap placards and temporary tags
  • Cashless transactions; credit card only
  • Discontinued road exams until further notice

Biden Welcome Center to Reopen Limited Services
The Delaware Department of Transportation (DelDOT) continues to review operational needs while keeping the health and safety of our employees and customers in mind.
Effective Wednesday, March 25, 2020 at 6:00 a.m., the Biden Welcome Center on I-95 in Newark will reopen to the public in a limited capacity. The center had closed operations on Tuesday, March 17, in response to the Coronavirus outbreak.
The facility operator, HMS Host, has offered to reopen the welcome center to help the trucking community that is delivering much needed supplies and materials in the fight against the Coronavirus.
The services that will be available are:
  • Burger King from 6:00 a.m. to 6:00 p.m. (Take out only)
  • Z-Mart will be open 24 hours (Take out only)
  • Starbucks from 6:00 a.m. to 6:00 p.m. (Drive thru only)
  • Public Restrooms (inside Welcome Center open 24 hours)
  • Fuel purchases available 24 hours
Effective Monday, March 23, 2020, all four Delaware Division of Motor Vehicles (DMV) locations will go to kiosk, drive-through and emergency appointment only. Dealer paperwork can be dropped off for processing and picked up when notified. Inspection lanes will remain open as no personal interaction is required, and the drive through windows at each location will have additional staff working to process DMV-related transactions. At no time will there be more than 10 people permitted in DMV lobbies.

Late Renewal Fees:
Late renewal fees are being waived until further notice. This includes Driver License, Vehicle Registration, Title Transfers, and Trailer Tags.
The following DMV services are suspended until further notice:
  • All Class D and Commercial Driver License (CDL) road exams
  • All motorcycle safety courses conducted at all DMV locations
  • All vision tests will be temporarily waived
  • All emissions testing for vehicles
  • All Auto Theft Unit (ATU) transactions
Number of Citizens in our Lobbies:
In compliance with the current State of Emergency in Delaware, we are limiting the number of customers to 10 or less in the DMV lobbies at any time. If you do not have business with the DMV and are not accompanying a customer who needs assistance, we ask that you stay in your vehicle.
Cash Toll Plazas Closed on SR-1 and I-95 
Effective March 17, 2020, there will be no toll collectors working to collect cash payments at the state's three toll plazas. All traffic will be directed through the high speed EZPass lanes and motorists without EZPass will receive a statement in the mail for the toll with no penalty or processing fee. The Route 896 southbound ramp to I-95 southbound will temporarily close due to the road configuration that does not permit access to the EZPass lanes.
E-ZPass Customer Service Center Closed at Toll Plazas
In addition, all E-ZPass Customer Service Centers at the toll plazas will also be closed. As of now, the E-ZPass Customer Service Center located at 22-24 West Loockerman Street in Dover will be open during regular business hours.
DMV Has Gone Cashless
At DelDOT's four DMV locations, only credit or debit cards will be accepted, and the Department continues to urge all customers to utilize mydmv.delaware.gov which offers more than 20 services online, including renewal of Delaware Driver License/ID, renewing vehicle registration, and changing your home address.
Wednesday hours change for March 18 and 25, 2020
Wednesday hours for March 18 and 25, 2020 have been changed to 8:00 a.m. to 4:30 p.m.  There will be no evening hours. 
Biden Welcome Center Main Building I-95 Temporarily Closed
  • Fuel will still be available at the gas station located on the north side of the property and bathroom facilities in the convenience store will also be available to motorists. 
  • The stand-alone Starbucks will continue to offer a full menu for drive through customers only.

myDMV Online Services:
mydmv.delaware.gov offers more than 20 services online, including renewal of Delaware Driver License/ID, renewing vehicle registration, and changing your home address on your vehicle registration.
DMV Drive-thrus:
Our drive-thrus are currently open during our normal business hours as an alternative to coming into the buildings.

 ANSWERS TO FREQUENTLY ASKED QUESTIONS: 
Can I come into the building/inspection lane?
While our inspection lanes and buildings are still operating under regular business hours, we highly recommend you take advantage of our drive-thru services or our online services mydmv.delaware.gov.
Is the drive-thru open?
The drive-thru is currently open and a great way to complete many DMV services.

Can I get a REAL ID online?
If you do not currently have a REAL ID, you will need to come into DMV to have your documents reviewed. If you are renewing a current REAL ID credential, you will be able to renew online and receive a REAL ID credential.

My Driver License/Vehicle Registration expires next month. Do I need to come in now to renew it?
No. In compliance with the current State of Emergency in Delaware, which includes limiting gatherings of citizens to 50 or less, we request that you use either our drive-thru services (please note, we cannot complete any driver license transactions via the drive-thru window) or myDMV Online services at mydmv.delaware.gov, or simply wait until we resume to business-as-usual as all later renewal fees will be waived (see statement below regarding­­­ Law Enforcement and ticketing.)

Will I get a ticket if I am pulled over for late registration/driver license renewal?
The Delaware Law Enforcement agencies are aware that the Delaware DMV has extended Driver License, Vehicle Renewals, and Permits indefinitely. As such, you should not be ticketed. 
I Need to have a car titled and registered. Am I able to do that with emissions testing being suspended?
Yes.
