Annual Civic Club Dues Drive : Next Meeting 9th of January at Marbrook

Dear Neighbors

It is Time once again to begin our annual civic club dues drive . The cost of membership is still $10 .

We our hoping that everyone will do their fair share and pay their dues in a timely fashion . The past two winters with higher then average have been a serious financial hardship on the civic club .

Thanks to the Del-DOT partial reimbursement program we were able to pay for plowing and still provide many activities for the community .

We would like to remind everyone that you do get a lot for your $10 . We host an annual Summer Incorporation Day Event & Cook Out , Halloween Party , and Easter Egg Hunt and the Christmas Dinner . We provide news letters containing current events .
We work with local governments to strive towards improving our community . And yes we do plow .

Please remember the plowing is restricted by the amount of dues we collect . This is your community and we are only asking that each household do their part to ensure that we are able to continue to provide all the aforementioned services that go into making Brookland Terrace a great place to live .

Good afternoon everyone,

I wanted to take an opportunity to thank everyone who came out to the burglary meeting last night. It was very productive and I hope that we can continue the momentum and take our communities back.

I’d also like to personally thank Sr. Cpl. Mike Snead and Detective Pat Malone for their time and effort they put into the meeting. I’d also like Stephanie Rizzo, my legislative aide, for working with the Police to get this meeting put together in a week’s time. It was very productive.

If you were a victim or know someone that was a victim, the NCCPD have recovered some property (mostly jewelry) and will have a showing on Monday, December 19th and Tuesday, December 20th at the Paul J. Sweeney Public Safety Building (New Castle County Police Headquarters) at 3601 N. DuPont Highway in New Castle from 5:00 – 6:30 PM. Please come to see if some of your property has been recovered. Please spread the word to your family and friends who may have also been a victim.

Burglaries on the Rise

Pike Creek Golf Course
§ Superior Court Judge Parkins made a bench ruling that the 1964 and 1969 deed restrictions are enforceable and require a set aside 177 acres for open space.
§ The Court has indicated that it is the Judge’s plan to try to have the opinion written by Christmas, but the Court also advised that there are two other long decisions to be written before the Court can get to our case.

Delaware National Country Club Golf Course
DNREC began their 20-day public comment period November 30th on the remedial action plan for the former golf course site. Site soils have been impacted by 60 years of golf course maintenance and have residual traces of fertilizers and pesticides including: arsenic, mercury, DDT, chlordane, dieldrin, and heptachlor epoxide.

Please send written comments to the DNREC office or contact Stephen F. Johnson, Project Manager, or Robert Newsome, Public Information Officer, at 395-2600. In addition to receiving public comments, DNREC-SIRS will be sponsoring a public workshop at their Lukens Drive office on Wednesday, December 14th from 4:30 to 7:00 PM to address specific concerns.

DelDOT is advising motorists to expect intermittent lane and ramp closures on the Route 141 Newport Bridge as Phase 2 of the bridge rehabilitation project gets underway. For more information on what the project will entail and how motorists may be impacted, please see the article below.

TRAFFIC ALERT - Phase 2 Begins for the Route 141 Newport Bridge Rehabilitation Project

Newport -- As part of the on-going $14 million Route 141 Newport Bridge Rehabilitation Project, the Department of Transportation (DelDOT) announces that intermittent lane and ramp closures will impact motorists. Phase 1 of the construction began in June 2011 which consisted of the preparation of a shoulder and median for temporary vehicular traffic.

Phase 2 is underway which introduces the crossover or "cattle chute" that allows bridge repair work to occur while maintaining two open travel lanes on Route 141 northbound from the I-95 ramps to the Boxwood Road Exit ramp. There will be periodic closures of the Route 141 northbound Exit 4 off-ramp and Route 141 northbound on-ramp from James Street.

In an effort to alleviate any traffic issues with morning and evening commutes, the contractor will maintain two travel lanes in each direction during peak hours for the duration of construction. Please be aware of changing traffic patterns, slow moving construction vehicles, and construction personnel in the "work zone."

Variable message signs and detours will be posted to alert motorists. Detours will be intermittent on weekday evenings from 10 PM through 5 AM and on weekends.

The anticipated project completion date is set for summer 2013.


New Castle County launches call center and website for homeowner associations

Nov. 9, 2011 -- New Castle County Executive Paul Clark today announced the launch of a new centralized communications resource for the more than 800 maintenance corporations and civic associations in the county. The county's Homeowner Association Help Line - 395-5601 - will give directors of these homeowner groups easy access to answers on everything from storm water management to annual dues to grass-cutting schedules for parks. The goal, Clark said, is to help homeowner associations address questions and concerns quickly and efficiently. "My experience working with maintenance associations and civic groups has made it clear that they need a way to get easily accessible information," Clark said. "We want to help people navigate through the system and get them answers as quickly as we can. It's all about providing exemplary customer service and helping to build community." The county has set up a Homeowner Association Help Line website, www.nccde.org/hahl, as an additional resource for those with questions about homeowner associations. And starting in January the county will hold quarterly information sessions on topics important to homeowner associations. The first session will introduce the initiative and will include representatives from all county departments. "These countywide community outreach meetings will be valuable forums for questions and answers related to homeowner associations," Clark said. "It's important for residents to have this kind of direct contact with their county government." The call center is designated to serve the needs of homeowner associations directors; the county's general customer-service line - 395-5555 - remains the number residents should call with questions or concerns about code violations or general county government services. The call center will be staffed from 8 a.m. to 4 p.m. Monday through Friday. Since the center will use existing county staff, startup costs will be minimal and will come from the existing budget. All calls to the 395-5601 help line will be entered into a database to provide information for county administrators and County Council on the types of calls received, where they came from and how and when they were resolved. The help line's staff will use the call logs to develop a list of common questions and answers. "We presented this program to County Council this week and look forward to collaborating with council members to enhance service to the homeowner associations in their districts," Clark said. Maintenance corporations are legal bodies mandated in some communities to govern issues such as maintaining open space, managing storm water and removing snow. Membership in a maintenance corporation is made part of the deed when a house is purchased, and residents are billed a mandatory annual assessment. Civic associations are voluntary groups of dues-paying residents who sponsor community events and advocate on issues that affect their communities. Some communities are represented by both maintenance corporations and civic associations.
