Land Development events in the 9th District

This week has been a whirlwind of Land Development events in the 9th District—and you need to know!

Stopyra Property
This is finally out of litigation regarding “Redevelopment.” New Castle County’s interpretation stands and the plan did not qualify for “Redevelopment” standards. The Department of Land Use’s General Manager, David Culver, informed us yesterday that the Stopyra Property is going forward with a revised exploratory. They are moving the entrances/exits on Kirkwood Highway and Possum Park Road. They will still be required to get a TIS passing grade before they can move forward with the rezoning. Just an FYI to put this BACK on the radar.

Three Little Bakers Golf Course
We heard the rumors about possible development of the 3LB Golf Course. We contacted the Onix Group, the current owners of the golf course. They confirmed that they have sat down with the Department of Land Use. They have stopped accepting active memberships for their golf course and have opened the course up to the public. We contacted the Department of Land Use and spoke with the general manager, Dave Culver. He agreed that the Onix Group did come in to explore possibilities for development. However, the Department’s interpretation of the deed restrictions and the developer’s interpretation differ greatly. Most likely, a determination will only be made by a judge.

Greenville Overlook II
The general manager of the Department of Land Use, Dave Culver, delivered the news last night about the pre-exploratory plan for Greenville Overlook II. The remaining portion of the Hercules Golf Course, Delaware National was purchased by Pettinaro a while back. They plan on selling the property (if it hasn’t already occurred) to Toll Brothers. Toll Bros. has met with the Department of Land Use with a pre-exploratory plan calling for a 270 unit subdivision consisting of singles, townhouses and twins. There will need to be remediation work completed and they are heading to DNREC to begin the process. This is NOT a rezoning.
