New Castle County Parks Follow Up to Brookland Terrace Community
Good morning,
It was great to connect with the community at last month's meeting. I'm reaching out to check in with the Brookland Terrace community and Councilman Sheldon's office with updates and follow ups from the June 22, 2026 community meeting and to gain any new feedback from the community on concerns or issues:
As discussed at the meeting:
- Park Trash Removal: A inquiry was made by the community regarding the frequency of trash removal in the park. That was communicated with Parks, and we have not heard additional concerns to my knowledge. I'm following up to see if the issue has been resolved.
- Non Authorized Motorized Vehicle Usage in the Park: At the meeting , the non-emergency Public Safety number was provided to enforce authority over the use of illegal motorized vehicles. Any follow up from the community on that issue?
- Clean up of the sawn trees: Parks is finalizing the procurement of a contractor to stockpile trees. A start date of work will be provided as soon as the purchase order for the contractor is secured.
- WQUIP Project:
- Some questions and concerns were raised about the design of the water quality improvement project using in stream concrete structures, and work on private property without obtaining easements, and limiting park accesses and trails. A walk through was held by Public Works with the community in October 2024, which I am informed these issues were discussed, and I have included the summary from the that walk through in this correspondence that answers many of the questions that were asked in the recent June 2026 community meeting and summarizes the design changes that were made after the communities input on that walkthrough. That document can also be found on website at https://www.newcastlede.gov/2738/Woodland-Run-Stream-Restoration and has been revised to address the three questions that were put forward in the July 2027 meeting. Those answers are:
- Question: Will concrete grade structures be used in the stream as part of the restoration?Response: Concrete grade control structures are not being used in the stream. Concrete will be usedfor the two new bridges, new stormwater structures, and curb/sidewalk repairs.
- Question: Are retaining walls being used as part of the project?Response: Retaining walls are not proposed as part of the project.
- Question: Are easements through private properties being proposed?Response: The project will be accessed and constructed using DelDOT right-of-way, New Castle Countyowned property, and existing utility easements. Easements that permanently impact private propertiesare not proposed.
- A request for a concept plan to be placed on the Public Works project website was discussed. Those concept plans are currently on the website and can be found at https://www.newcastlede.gov/2738/Woodland-Run-Stream-Restoration
- PW Engineering is moving forward with the FEMA application requirements. As discussed in the last community meeting we believe this application will take approximately 9-12 months to complete.
- The Department has not yet received a Freedom of Information Act request for the design plans. Please contact Ms. Joy Wedge at Joy.Wedge@newcastlede.gov for assistance or the filing of that FOIA request.
- At the meeting, a question raised that after the WQUIP project is complete, Brookland Terrace and/or the surrounding communities would be given ownership of Woodland Park and all maintenance responsibilities. I'm confirming that Public Works has no knowledge or intent to deed the park ownership or park maintenance to the communities.

Centerville Road Railroad Crossing Safety Improvement

Project Need
The CXST railroad crossing (DOT Crossing #140714A) on Centerville Road in Elsmere, Delaware has been a topic of discussion between CSX, DelDOT, and local legislators for many years due to frequent blockages of the roadway by railroad activities and operations. The crossing averages about 14 through trains per day, but is located next to CSXT’s Wilmington Rail Yard and accommodates additional trains during the day due to switching operations. Centerville Road is classified as a major collector and carries approximately 11,645 vehicles per day. The Centerville Road corridor is home to many retail stores, commercial businesses, schools, and an Amazon warehouse whose employees, customers, and other stakeholders are impacted everyday by the railroad’s activities.
Traffic operations at the crossing have been highly scrutinized and are the source of frequent public and legislative complaints due to stopped CSXT trains extending across the crossing, blocking Centerville Road for periods of time greater than ten minutes, thereby violating provisions of 17 Del. C. § 701(c). These blockages cause traffic delays, are a significant safety issue to the traveling public, and create delays for emergency services responding to calls. The blockages have also been an indirect cause of several motor vehicle crashes at this location. The most recent crash in October 2021 involved two vehicles maneuvering to avoid the train blockage and resulted in two fatalities. In efforts to lessen the traffic impacts and improve safety at the crossing, DelDOT has already installed advanced warning beacons atop upstream railroad warning signs to alert motorists of the blocked crossing and has also included this crossing on their real-time travel mobile application. DelDOT has reported the blockages to FRA’s Public Blocked Crossing Portal on their website and encouraged the public and legislators to do the same.
Project Overview
DelDOT received a Railroad Crossing Elimination (RCE) Grant from the Federal Railroad Administration (FRA) to study alternatives to potentially eliminate the CSX Transportation (CSXT) railroad crossing (DOT Crossing #140714A) on Centerville Road in Elsmere, Delaware. The objective of the study is to research and develop a plan to improve safety by eliminating the at-grade crossing on Centerville Road. DelDOT and their consultant team aim to research various alternatives that would modify Centerville Road to bypass the railroad crossing so that it can be permanently closed to through traffic. These alternatives include, but are not limited to, grade separation of Centerville Road, ramp reconfiguration onto SR 141, and significant upgrades and modifications to the nearby SR 141 and SR 2 (Kirkwood Highway) Interchange. DelDOT will explore these alternatives in terms of feasibility, constructability, and costs and will also perform environmental reviews and research potential right-of-way acquisition.

The study must be completed and a recommended alternative must be selected by June 2027 per the requirements of the FRA Grant.

NEW CASTLE COUNTY EMAIL SPOOFING SCAM WARNING
The New Castle County Division of Police is currently investigating a fraud case involving the spoofing of New Castle County government email addresses.
In this incident, a victim was applying for a permit and later received an email that appeared to be from New Castle County requesting additional payment related to the process. The email address was later determined to be a spoof of New Castle County’s official email address, with only slight variations in the name intended to appear legitimate.
As a reminder, ALL official New Castle County government email addresses end in @newcastlede.gov
For example:
PublicInformationOfficer@newcastlede.gov
If you receive an email claiming to be from any New Castle County government employee or department that does not end in @newcastlede.gov, it is fraudulent.
Please delete it immediately and do not click on any links or attachments within the message.
Here are some easy tips to remember when it comes to suspicious emails:
Check the sender carefully – Scammers use emails that look real but have small changes.
Don’t click suspicious links or open unexpected attachments Watch for urgency – Scammers try to rush you into acting fast.
Never share personal info by email
