The New Castle County Police will be hosting a Burglary Prevention/Personal Safety seminar on Wednesday, December 19, 2012 at 6:30 p.m., at the Paul J. Sweeney Public Safety Building, 3601 North Dupont Highway, New Castle, DE. It will be located in the first floor community conference room.
Residential burglaries continue to rise and significantly impact the quality of life of homeowners who are violated by intruders. Recognizing the alarming increase in burglaries throughout New Castle County and the importance of our citizens individual well-being, officers from the departments Community Services Unit, will be holding this event in the hopes of educating residents regarding prevention measures and personal safety.
This prevention-based seminar will stress awareness, emphasize personal safety, and educate the public on how to identify needed home security measures through a variety of topics such as: how to prevent break-ins, disrupting the planning stages, what to look for, what to do if victimized, and much more.

Sanitary Sewer Testing
Don't be alarmed!! You may see what appears to be anti-freeze in your local streams. New Castle County is using a fluorescent green dye for tracing sanitary sewer problems. The dye may end up in storm sewers, inlets, holding ponds, and streams. The testing will be conducted in tributaries to Red Clay and White Clay Creek. Testing will continue through April of 2013 during normal business hours. If you have any questions related to the testing, please contact Kevin Penoza at 302-395-5723.

Personal Safety Tips

A high percentage our residential burglaries are to homes with unlocked
doors, open garages leading to an unlocked door, etc.

Keep all doors locked – car, house, etc
-
Walk confidently, frequently scanning your surroundings, even looking
behind you.

Scan the environment before you put yourself in it! Prior to leaving your
house, before you walk out of the store, mall, etc.
-
Avoid distractions – i.e. when using an IPOD, keep only one earphone in,
keep volume down. Always stay alert when texting or talking on your
cell phone.

Develop a Plan if you are confronted and practice (have a Plan A, Plan B,
Plan C, etc.)
-
Report, Report, Report – call the police to report suspicious person (s),
vehicle (s), activity. Better safe than sorry.
-
Be a good witness – report a suspected altercation to police and remain in
contact with 9-1-1 until no longer needed.

Join your community’s block or community watch or call the Community
Services Unit at 395-8050 to get one started.

Always identify escape routes – while walking, driving and while inside
an establishment.

Over the years, the police department has pleaded with residents to secure their homes, cars, sheds and any other locations where valuables are kept. Once again, we would like to remind the public of the importance of securing your valuables.

Over the years, the police department has pleaded with residents to secure their homes, cars, sheds and any other locations where valuables are kept. Once again, we would like to remind the public of the importance of securing your valuables.

Make your home look occupied, and make it difficult to break in.

Lock all outside doors and windows before you leave the house or go to
bed. Even if it is for a short time, lock your doors.
-
Leave lights on when you go out. If you are going to be away for a length
of time, connect some lamps to automatic timers to turn them on in the
evening and off during the day.
-
Keep your garage door closed and locked.
-
Don't allow daily deliveries of mail, newspapers or flyers build up while
you are away. Arrange with the Post Office to hold your mail, or arrange
for a friend or neighbor to collect them.
-
Arrange for your lawn to be mowed if you are going away for an
extended time.
-
Check your locks on doors and windows and replace them with secure
devices as necessary.
-
Pushbutton locks on doorknobs are easy for burglars to open. Install
deadbolt locks on all your outside doors.

Sliding glass doors are vulnerable. Special locks are available for better
security .

Other windows may need better locks. Check with a locksmith or
hardware store for alternatives.

Lawn mowers, snow blowers, barbecues and bicycles are best stored out
of sight.
-
Always lock your garden sheds and garages.

Use curtains on garage and basement windows.

Never leave notes on your door such as "Gone shopping."

No lock, regardless of its quality, can be truly effective. Key-in dead bolt
locks provide minimum security. Ask a locksmith for advice on your
situation.

Change locks immediately if your keys are lost or stolen.

When moving into a new home, have all locks changed.
-
Have adequate exterior lighting. A motion-sensitive light is
recommended for backyards.

Trim trees and shrubs so that they cannot be used as hiding places for
intruders.

Make sure your door hinges are on the inside.
-
An alarm system is excellent for home security. It provides peace of mind
to homeowners, especially while on vacation. There is a wide variety of
alarm systems on the market.

Make several inquiries to different companies for the best security system
available to you.

Never leave keys under doormats, flowerpots, mailboxes or other "secret"
hiding places -- burglars know where to look for hidden keys.

Keep a detailed inventory of your valuable possessions, including a
description of the items, date of purchase and original value, and serial
numbers, and keep a copy in a safe place away from home -- this is a
good precaution in case of fires or other disasters. Make a photographic
or video record of valuable objects, heirlooms and antiques. Your
insurance company can provide assistance in making and keeping your
inventory.

Be a good neighbor. If you notice anything suspicious in your
neighborhood, call 911 immediately.

The Polly Drummond Hill Road yard waste demonstration drop-off site will remain open into the foreseeable future and at least through January 2013, subject to approval by the General Assembly, to ease a transition to a new private-public yard waste site, which is more centrally located for use by New Castle County residents and is scheduled to open later this month.
The new site will be staffed and operated by Holland Mulch in partnership with DNREC and is expected to open for yard waste in late January. The site at 39 Brookhill Drive, Newark ˆ centrally located off Rt. 72 and south of Interstate 95 ˆ will accept Christmas trees only for recycling starting Dec. 26.
Holland Mulch has contractually agreed to accept yard waste from Delaware residents free of charge for five years at the new site. Holland Mulch also operates a successful free yard waste site on Hay Road, near Claymont, that is another alternative for Delaware residents in disposing of yard waste.

Wilmington: The Delaware Department of Transportation (DelDOT) announces that the on-going Route 1 and I-95 interchange project will require daytime and nighttime closures beginning the week of Monday, November 12. These closures are needed for the placement of steel beams over Route 1 and paving.
These closures are pending weather conditions and will be postponed if inclement conditions exist.
Monday, November 12 from 10 p.m. until 5 a.m. on Tuesday, November 13
The exit ramp from the Christiana Mall using Center Boulevard to Route 7 northbound will be closed. This closure will allow traffic to be shifted to the new final ramp from Center Boulevard to Route 7 northbound.
Monday, November 12 and Tuesday, November 13 from 10 p.m. until 6 a.m., Nighttime Lane Closure
Route 1 southbound right lane will be closed from I-95 overpass to the Christiana Mall bridge.

In the constant efforts to improve service to the public, insight is needed to determine the Division’s strengths and weaknesses. This survey will capture important information that will be utilized to further enhance service to our communities.

Police Cracking Down on Motorists Using Hand-held Cell Phones
Through November 20th, police in Delaware are cracking down on scofflaws who refuse to comply with the state's ban on using hand-held cell phones while driving.
Since the beginning of 2011, the state law has prohibited motorists from using hand-held cell phones or other electronic devices to hold conversations, send text-messages or access the Internet. First-time offenders face a $50 fine, while repeat violators get hit with a ticket of between $100 and $200.
"It is important to raise the level of awareness regarding the negative impact cell phone use has on drivers and the potential consequences that it creates for all of us on the roads," said State Rep. Joe Miro, R-Pike Creek, who was one of the prime sponsors of the cell phone law.
According to the National Highway Traffic Safety Administration, motor vehicle crashes kill more than 30,000 people in the U.S. annually and seriously injure another 3.5 million. The National Safety Council (NSC) estimates that 24 percent of all motor vehicle crashes involve cell phone use.
In its 2012 report, "State of the Nation of Cell Phone Districted Driving," the NSC asserted: "Although there can be many distractions in a vehicle, cell phone use by drivers is a particularly deadly threat, not because the activity is the most dangerous thing a driver can do, but because so many drivers are engaging in the behavior and for greater lengths of time. The combination of high risk and high exposure makes cell phone use while driving a top distraction."
Delaware is conducting three, two-week waves of overtime enforcement as part of a pilot project funded by grant money from the National Highway Traffic Safety Administration (NHTSA). In announcing the grant in June outside of Legislative Hall, U.S. Transportation Secretary Ray LaHood said "distracted driving is an epidemic" in the nation.
The current "first wave" of enhanced enforcement of Delaware's cell phone law began on Wednesday and runs through the 20th. Two more waves are slated for next year: April 9-22 and June 4-17.
Rep. Miro said the stepped-up enforcement is a welcome development. "Despite the fact that numerous studies clearly show that talking or texting on a cell phone while driving greatly increases the likelihood of a crash, many motorists continue to defy the law," he said. "Since it went into effect at the start of last year, police have issued nearly 20,000 cell phone citations. Convenience is a poor excuse for endangering your own safety, as well as that of surrounding motorists and pedestrians."

Election Day is this Tuesday, November 6. The polls are open from 7 a.m. until 8 p.m.
With the legislative district lines re-drawn for this election, voters must be extra careful to confirm their polling places since many have changed. New Castle County Police Remind Citizens of When to Call 9-1-1
New Castle County Police and Government Officials would like to remind citizens to call 9-1-1 in emergency situations only.
New Castle County residents can use 302-573-2800 for non-emergency police related situations, so that the 9-1-1 lines will be available for true in-progress or life threatening situations.
The non-emergency number is an ideal way for residents or visitors to report events that do not need an immediate response by a public safety agency.
Police would also like to remind citizens that the following are non-emergency police numbers for Kent and Sussex County in Delaware:

Proposed Trash Ordinance Change Councilman Tim Sheldon Wants Your Opinion
Proposed Trash Ordinance Change There are some changes proposed relating to the collection of trash and rubbish that will be considered at the next Council meeting on October 23rd at 7PM.
The meeting is held in Council Chambers at the City/County Building, 800 N. French Street, Wilmington, DE 19801.
Please click on this LINK to read the Ordinance in its entirety.
This Ordinance sets time and place parameters for removal of trash cans in order to safeguard the public health and safety.
Basically, the trash cans must be removed from the point of collection by the end of your trash day.
If not, a complaint would need to be called in and a code officer would respond.
If the trash can is still there, a violation notice will be posted (or mailed) and the property owner would be given a few days to remove the trash can.
There would be a reinspection and if the violation still exists, court charges would be filed.

Curb Issues N. Woodward and 141 Centre Ferris Rd.
Dear Budd. While I was walking this morning, I decided to change my route so that I would not have my back to traffic at the dangerous corner at the intersection of Centre Rd and North Woodward. As I turned right onto North Woodward from Centre Rd, I saw a Deldot pickup also turning right. I stopped him to see if he was coming to address the safety issues and remove the still impaled sign [he was actually there on other business]. I learned that he was on the painting crew that "fixed" the problem a few weeks ago with additional striping, and I needed to talk with the Engineering group to address my concerns.
While we were talking, we heard a loud bang, and saw a sudden slowdown of cars as they funneled through the one lane road at the corner. A car was stopped 100 feet ahead just beyond the impaled sign, and the owner was rolling back a tire that had broken off and traveled another 100 feet. Turns out he had hit the curb with the side of his wheel and the aluminum casting had broken at all the spokes, so his disk brake rotor was now sitting on the road. He was pretty shaken, and insisted he was not speeding, though clearly he was not attentive to the loss of the lane. I waited with him for 45 minutes, as his cell phone had no reception, while he called to get a tow truck and his wife to pick him up. The car is a brand new VW with 500 miles, and hopefully there is no damage beyond the tire and the destroyed aluminum wheel.
While waiting, we saw two more cars nearly hit the same curb area as they tried to avoid the end of the turning lane area. An occupant at 2809 Centre Rd immediately next to the damaged VW arrived home at the time, and said another car had also hit the curb yesterday at 5 PM and had blown a tire, He said that every day there is another event like this.
I had been thinking about this issue for some time and recommend, first of all, the Route 2 sign that keeps getting knocked down should not be replaced, as it serves no purpose. Now we know it can be a lethal weapon when it is hit, in addition to causing unnecessary property damage to cars. Today's and yesterday's events show that the Route 2 sign is not the cause of the confusion, and the current warning signs and striping are inadequate to prevent future collisions.
One possibility is to remove the new curb, sidewalk and grass area, and reconnect the turning lane with the open lane in front of 2809 Centre Rd, which is now occasionally used for parking. However, this approach seriously encroaches on the property on the house at the corner of N. Woodward and Centre Rd.
I was wondering if another possible fix is to install a series of rubber posts in the road similar to what are used at the turning intersection of Pennsylvania Avenue and Berkeley Rd in Westover Hills. A physical obstruction may be helpful, or may prove to be a headache if it is frequently hit, but may be worth a try.
I am happy to meet and any time with Deldot engineers, who if they take a few minutes to monitor this dangerous intersection may come up with a much better solution. Otherwise, it is just a matter of time until there is a serious injury or fatality, as numerous families with young children walk this route from the Woodland Apartments to Prices Corner.

Meeting - FEMA Floodplain Mapping Update
The Federal Emergency Management Agency (FEMA) is in the process of updating the flood maps for a number of streams in New Castle County including; Belltown Run, Mill Creek, White Clay Creek and Red Clay Creek. A total of 1,666 properties are affected by these map changes. New Castle County has scheduled an informational meeting and is encouraging all interested persons to come by and obtain information related to the updated extent of these floodplain limits. Representatives from New Castle County, DNREC, and FEMA will be present to answer any and all questions related to the revised maps and how they relate to your property.
The meeting will take place on Tuesday, October 16, 2012 at the Public Meeting Room in the County’s Gilliam Building located at 77 Reads Way, New Castle, DE.
There will be two meeting times as described below: 4 – 6 pm 6 – 8 pm

So Far Del-Dot has improved signage & pavement markings in the area of Route 141 Faulkland to Kirkwood Hwy . As well a posting the radar your speed is temporary trailers .
Delaware State police continues to do speed enforcement on a regular basis issuing quite a lot of citations ..
Any ideas are welcome , radar speed signs & rumble strips have been mentioned by neighbors .

KICK BALL or Soccer-Baseball) is a playground game and league game, similar to baseball, invented in the United States in the first half of the 20th Century.
