Delmarva Power Urges Customers to Be Aware of Scams During the Holiday Season



National Scam Awareness Week is November 17-23 to raise awareness and provide customers with essential information to fight back and protect themselves

NEWARK, Del. (Nov. 20, 2019) – With the holiday season quickly approaching, Delmarva Power is reminding customers to always be on alert for potential payment scams targeting customers. Scams occur throughout the year, but the company generally sees an increase in scam reports during the holiday season. With holiday shopping and family gatherings planned, scammers are using the holiday season to trick customers into providing their personal or financial information and making false payments under the pretense of keeping their service active.

Delmarva Power is joining more than 100 utility companies across the United States and Canada in an effort to protect customers from scams targeting customers of electric, natural gas, water, and other utilities. Collaborating companies have joined together for a fourth year and designated Nov. 20 as “Utilities United Against Scams Day.” Utility Scam Awareness Day is part of the week-long National Scam Awareness Week, an advocacy and awareness campaign focused on educating customers and exposing the tactics used by scammers. Delmarva Power and its sister Exelon companies, Atlantic City Electric, BGE, ComEd, PECO and Pepco are committed to educating customers and putting a stop to scamming.

“The safety and well-being of our customers and the communities we serve is our top priority,” said Morlon Bell-Izzard, vice president of Customer Operations for Pepco Holdings, which includes Delmarva Power. “Coordinated initiatives, such as this, are important in our efforts and our partners’ efforts to educate and protect our customers. By understanding the many tips and tactics associated with these scam attempts, customers will have the power to protect themselves and those in their community.”

When scams occur, a customer typically receives an unsolicited phone call from an individual, who falsely claims to be a company representative. The scammer warns that the customer’s service will be terminated if they fail to make a payment – usually within a short timeframe through a prepaid debit card or other direct payment method.

Scammers have even duplicated the telephone systems of some companies, so when customers call the number provided by the scammer, it sounds like a legitimate business. Some scammers also use caller ID “spoofing” to replicate a company’s phone number.



Red flags for scam activity
  • The scammer often becomes angry and tells a customer his or her account is past due and service will be shut off if a large payment isn’t made – usually within less than an hour. 

  • The scammer instructs the customer to purchase a prepaid debit or credit card widely available at most retail stores then call him or her back to make a payment. 

  • The scammer asks the customer for the prepaid card’s receipt number and PIN number, which grants instant access to the funds loaded to the card.
    How to protect yourself
  • Delmarva Power representatives will never ask or require a customer with a past due balance to purchase a prepaid debit card to avoid disconnection. 

  • Customers can make payments online, by phone, automatic bank withdrawal, mail, or in person. 

  • Customers with a past due balance will receive multiple shut off notifications never a single notification one hour before disconnection. 

  • If a customer ever questions the legitimacy of the call, hang up and call Delmarva Power at 800-375-7117.
    Don’t Get Scammed: Customers can avoid being scammed by taking a few precautions:
  • Never provide your social security number or personal information to anyone initiating
    contact with you claiming to be a company representative or requesting you to send money to
    another person or entity other than Delmarva Power.
  • Always ask to see a company photo ID before allowing any Delmarva Power worker into
    your home or business. 

  • Never make a payment for services to anyone coming to your door.

    Any customer who believes he or she has been a target of a scam is urged to contact their local
    police and call Delmarva Power immediately at 800-375-7117 to report the situation.

Delmarva Power Customers Must Act Now to Receive Critical Funding to Help Pay Their Energy Bills












Options are available to keep customers warm this winter season. 

NEWARK, Del. (Nov. 14, 2019) Millions of dollars are available across Delaware and Maryland to help customers struggling with their energy bills, and Delmarva Power customers must act now to secure their support. Delmarva Power customers can now apply for assistance through the Low- Income Home Energy Assistance Program (LIHEAP)to receive $1,000 or more in grant support toward their energy bill. 

We are committed to helping every customer keep their lights on and make ends meet,” said Gary Stockbridge, Delmarva Power region president. “In the 2018-2019 program year, Delmarva powering connected customers with more than $5.3 million in energy assistance.” 


Delmarva Power works with state, federal, and nonprofit partners to connect customers with grants and programs.
  • Low-Income Home Energy Assistance Program (LIHEAP)
    LIHEAP provides customers with up to $1,000 in grant support per customer, depending on a household’s income, size and type of fuel, with no pay back required. Delmarva Power customers in Delaware can apply for LIHEAP energy assistance by visiting the Department of Health and Services website or by calling 302-644-9295 in New Castle County, 302-674- 1782 in Kent County, or 302-856-6310 in Sussex County. In Maryland, customers can apply for LIHEAP energy assistance through the Department of Human Services website, by visiting a Local Energy Assistance Office, or by calling the Office of Home Energy
    Programs at 1-800-332-6347. 


  • Good Neighbor Energy Fund
    Delmarva Power partners with the Salvation Army to offer energy assistance to customers struggling to pay their winter energy bills through the Good Neighbor Energy Fund. In addition to the donations received by customers, Delmarva Power matches $1 for every $3 received, up to $70,000 annually. For eligibility, Delaware customers can call the Salvation Army at 302-472-0750. Maryland customers can call the Cecil Heating Assistance Program at 410-996-0270, Harford County Community Action Agency at 410-612-9909, or the Salvation Army at 410-749-3077. 

  • Gift of Energy
    Through Delmarva Power’s Gift of Energy program, anyone can make a payment towards a friend or family member’s energy bill. The gift will appear on a future bill as a credit to the recipient's account. 


    • Other Delaware Programs
      Additional assistance for customers in Delaware is available through Delaware 211 (DE 211). By dialing 2-1-1, customers can be referred to local agencies and services that can assist with energy bills and other necessities. More information is available at delaware211.org. 

    • Other Maryland Programs
      Other programs supporting Maryland customers include the Electric Universal Service Program (EUSP), which helps eligible customers pay for a portion of their current electric bill. The Arrearage Retirement Assistance (ARA) program helps customers with large, past due electric bills. If eligible, customers may receive forgiveness of up to $2,000 towards their past due bill. The Utility Service Protection Program (USPP) is designed to help low- income families during the heating season. Information regarding these programs can be found on the Maryland Department of Human Services Office of Home Energy Programs website or by calling 1-800-332-6347. 


      Delmarva Power will work with customers who may have difficulty paying their energy bill. The company offers payment options, like Budget Billing, which averages payments over a 12-month period to help customers manage their monthly energy bill, or flexible payment arrangements that offer individually tailored payment installment plans.
      Customers can contact Delmarva Power at 1-800-375-7117 to ask about available resources or register for My Account, a web-based interactive tool that provides customers with a detailed analysis of their specific electric use and offers ways to save money and energy.
