Question about whom is responsible for maintaining the drainage basins in Brookland Terrace ?
Brookland Terrace Civic Club has a question about whom is responsible for maintaining the drainage basins in Brookland Terrace ?
We would request an opinion of what agency is responsible for the maintaining of the two drainage basins installed by Delaware Highway Dept ,
through Brookland Terrace in approximately 1962 & the one drainage basin installed by Del-DOT in 1978/79 .
My first guess is that it is not the State Of Delaware Div Of Historical & Cultural Affairs .
Brookland Terrace has had some significant flooding as of late in part due 50 years of differed maintance causing blockages , fell trees etc. .
The Brookland Terrace Civic Club would like to have issues rectified before homes are effected or a bridge is washed away .
We have trees growing out of the bridge abutments mid block 600 of Armstrong Ave . on an unnumbered Del-Dot culvert bridge .
This is a listing of the parcels the drainage basins are located in property owned by the State Of Delaware , New Castle County , Unknown & J W HOLLOWAY CO (defunct 1929) .

The drainage basins are located in on or through the above listed parcels .
1. From Centerville / Faukland - Armstrong - to the Little Mill Creek
2. Hillside Ave 400 Block - to the Little Mill Creek
3. Hillside - Brookland Ave - to the Little Mill Creek
The Drainage basins 1. From Centerville / Faukland - Armstrong - to the Little Mill Creek & 3. Hillside - Brookland Ave - to the Little Mill Creek Were installed in or before 1962 by the Delaware Highway Dept .when Centerville was paved & storm drains were installed .
We were assured in July 1965 that the Delaware Highway Dept would maintain these basins but Del-DOT has not done so since approximately 1972 .
The Drainage basins 1. From Centerville / Faukland - Armstrong - to the Little Mill Creek was at one time strait but is now a winding island filled with trees filled with vegetation .
The Drainage basin at mid 400 Block Hillside Ave 400 - to the Little Mill Creek was installed by Del-DOT in 1978-1979 when storm drains curbs & paving was done in Brookland Terrace .
New Castle County has maintained all of the above parcels primarily grass cutting as Woodland Run Park for more then 50 years .

Again the question is what government agency is responsible for for maintaining the drainage basins installed by Delaware Highway Dept 1962 ,
