HSIP NCC, Greenbank Road and Albertson Boulevard Intersection Improvements

Del-DOT Project : HSIP NCC, Greenbank Road and Albertson Boulevard Intersection Improvements

Project Limits:
The proposed safety improvements are located along Greenbank Road from 0.07-mile west of Albertson Boulevard to 0.11-mile west of Centerville Road.
Project Need:
This project was identified in the Highway Safety Improvement Program (HSIP) due to high crash rates. The majority of crashes at Greenbank Road and Albertson Boulevard were rear-end crashes related to the absence of a dedicated left-turn lane. Accommodations for pedestrian, bicycle and transit facilities are also not up to current safety standards.

Project Desription:
Proposed improvements include modifying the lane configuration on the westbound Greenbank Road approach to Albertson Boulevard to provide a separate left-turn lane and a shared through/right-turn lane, lengthening the right-turn lane on eastbound Greenbank Road at Albertson Boulevard and improving pedestrian and bicycle safety with crosswalks, sidewalks, bus stops and bicycle lanes.

Police Warn, 30 Guns Stolen from Homes in the Last 30 Days


New Castle County Police are warning the public of a rash of gun burglaries that have occurred in various communities since the end of September. A total of eight homes have been broken where guns, along with other valuables, have been stolen.

Investigators would like to share some preventative suggestions for gun owners:

Hiding a gun in a closet, night stand or under your bed are NOT safe locations to store weapons.
Guns should always be stored unloaded and locked in a secure location.
Gun safes (without glass windows) are recommended.
If possible, secure the safe to the wall or floor.
Record all serial numbers of your weapons and keep the records in a safe place.
If you are a recreational target shooter, consider storing the gun at the club.

For home security remember to:

Always lock your doors and windows especially when you are not at home or when you go to bed.
Leave lights on when you go out.
Always remember to keep you garage doors locked and closed.
If you have a garage door opener in your vehicle, ensure your car is locked as well.
Consider installing deadbolts.
Consider installing a residential alarm (make sure you know how to properly operate the system).
Have adequate exterior lighting.
Make sure shrubbery is properly trimmed to prevent concealment of an intruder.
Never leave keys under doormats, flowerpots, mailboxes or other secret hiding places.
Do not keep valuables in plain view from the outside.
Be a good neighbor and call 911 if you witness suspicious activity –trust your instinct

The Civic League for New Castle County will be hosting a candidate forum on Wednesday, October 20, 2010, beginning at 6:30 PM, to be held in the Paris community room, Delaware State Police Troop #2, 100 LaGrange Ave, Bear.

Minutes of the June 15, 2010 Meeting
The June 15, 2010 meeting of the Civic League for New Castle County was held at the Paul
Sweeney Public Safety Building, 3601 North DuPont Highway.
President Dan Bockover called the meeting to order at 7:15 P.M.
ANNOUNCEMENTS/ WELCOME
A quorum was attained with 17 directors/officers in attendance
BUSINESS MEETING
Secretary’s Report
Minutes of the May meeting were accepted with the following corrections:
- Marion Stewart’s name was omitted from the May minutes in the listing of directors for 2010-
2013.
- In the General Discussion section concerning what happens if the County Executive resigns
during his term, the following corrects the order of assumption : The County Council President
assumes the office of Chief Executive if vacated midterm.

Treasurer’s Report
The Treasurer’s report was accepted as submitted.

Election of Officers and Directors
Frances West reported that although a quorum was not obtained at the May meeting, proxy votes
were received subsequently by email and telephone, totaling twenty one votes for the slate as listed
in the May County Comments. Officers to serve from July 1, 2010 through June 30, 2011 were
sworn in at the conclusion of this meeting.

Dan Bockover reflected on his three year term as President, summarizing highlights and challenging
the directors to continue unfinished business. He thanked Frances West for all her assistance and
support during his tenure.

GENERAL DISCUSSION
• Dave Bailey commented that the postage for bulk mail has increased. The new executive board
will review the membership form to assess if changes should be made to include a selection box
for email notifications for announcements, renewal reminders and the County Comments.
A suggestion was made to accept advertisements, such as business cards, in either the County
Comments or the Membership Directory. The Executive Board will review this suggestion also.
• Dave Carter advised that DNREC public meetings concerning deepening the channel in the
Delaware River, hosted by the Attorney General’s Office, will be held on July 12th and July 13th
in Dover.
• Chuck Mulholland announced that the upcoming September 15th and October 20th Civic League
monthly meetings will be held at the State Police Troop 2 building on Route 40 in Glasgow. The
September meeting will include a candidate forum. Submit any question for legislators to Chuck
via email prior to the meeting.


• Dan Bockover commented that the Shoppes at Brandywine Hundred complex on Concord Pike
and Naamans Road is no longer one of the four Stoltz projects before County Council.
• Dave Carter will distribute, via email, a survey concerning priorities for the Civic League in the
upcoming year. Charlie Weymouth suggested that the Civic League should concentrate on
governance responsibility. Chuck Mulholland stated, as President, he will encourage civic and
maintenance associations, as well as individuals, to work with the Civic League. Dave Carter
will coordinate work groups that will be formed for specific projects.
• Chuck Mulholland stated that public money was not being spent efficiently by the county. The
audience at the “Listening Campaign” series of public meetings, held during election years, was
“staged” to influence the outcome and justify tax increases. At these meetings, Mark Blake had
presented a list of cost saving proposals but none of his ideas have been implemented. The News
Journal is not publishing articles concerning the escalating cost of government. The Civic
League will consider using various electronic media such as Facebook, Twitter and blogs, to
contact its members and promote discussion. A suggestion was made to add a section on the
Civic League website titled “Not in the News” containing articles on governance topics that are
not published in the newspapers. The County Comments should be used to intrigue members to
visit the website for the more complete article.

There has been a Planning Board Meeting scheduled for the DE National plan (2010-0176-S).  It is scheduled for September 7, 2010 at 7 PM in the Multi-Purpose Room at 77 Reads Way, New Castle, DE.
 
This would be the time to come out and speak to the developer and the Department of Land Use directly expressing your concerns.  Please remember that this is a meeting being hosted by the Planning Board. No vote would be taken by the Board since the proposed subdivision is permitted by right in the residential “S” zoning district and no variances are being sought.  Regardless, this is an exploratory plan and once you state your concerns, they would be noted and addressed by the developer and/or the Department of Land who will be in attendance.
